Chancellor Gerhard Schroeder's party suffered a big defeat in regional elections over the weekend, throwing the viability of his SDP-led alliance into question and moving up national elections to this fall. Is this the canary in the coal mine for the German social welfare state? Have things finally gotten so bad that the Germans are finally willing to embrace reform?
