Went to the Heritage Foundation this morning for a briefing on the One China policy. First speaker was Rep. Steve Chabot of Ohio. Before he addressed the topic, however, he spent a minute discussing federal aid for Katrina and Rita, vowing to take a "fine-toothed comb over the budget" and emphasized the need for offsets in spending. To his credit Chabot appears to have been an anti-pork crusader even before the bandwagon got rolling in light of this press release.

Squeezed between a conservative clamor for spending cuts and the rising cost of hurricane relief, Republican congressional leaders will respond this week with a public relations offensive to win over angry conservatives -- but no substantive changes in budget policy.
