I really hope this is hyperbole:

"Fixing our fisheries is one of the highest priorities for the president," said James L. Connaughton, who chairs the White House Council on Environmental Quality.

Don't get me wrong, the proposal mentioned in the article sounds like a fine idea, but I can think of a few more pressing issues to deal with.
