Doesn't look like the Palestinian Authority is aiming for a top ten ranking in the various lists of economic freedom worldwide:
Even more unnerving, Mr. Rayes says, is talk that his land may be devoured by a new seaport the Palestinian government hopes to build along the coast. Already, Mr. Rayes says officials have told him that he will need permission from the government to replant. He has heard that his land may be expropriated, and that his compensation will be a patch of land in a far less fertile area. Or, perhaps, he will get money, which he says he doesn't want.
I don't have much hope for the Palestinians getting their act together anytime soon.
