Terror in Scandinavia

This is kind of interesting to me. Last year Osama bin Laden released a videotape in which he said the following:

Free people do not relinquish their security. This is contrary to Bush's claim that we hate freedom. Let him tell us why we did not strike Sweden, for example.

This, however, is what Norway's top intelligence official said this week:

"It's only a matter of time before we have a terrorist attack in Scandinavia; in Norway or Denmark or Sweden," Jørn Holme, head of the Police Security Service (PST), Norway's domestic intelligence service, told Reuters.

Why does he think that if Bin Laden professes that Islamists have no problem with these countries?
