Voter fraud

I read this column on voter fraud and am frustrated by the whole topic. Voter fraud seems to me relatively easy to stop. To ensure fair and accurate elections all we really need to do is the following:

1. Ensure that only qualified individuals appear on the voter rolls. To get registered you have to go down to the appropriate government office and show proof of residence and citizenship. You would then be checked against a database of felons and have your name added to the rolls.

2. When you go to vote you have to show government issued ID, your name is crossed off the rolls and your index finger is dipped in ink to ensure you only vote once.

3. When you vote you do so electronically. You are given a paper receipt that states who you voted for. After looking this over to ensure it is correct the receipt is then placed in a box to be counted. After the polls close the electronic tally, which could be provided immediately, would serve as the unofficial result while the paper receipts would be manually tallied and serve as the official result to prevent haywire or tampered machines from affecting the outcome.

Why is this so hard?
