Fiscal conversatives and social liberals

As the November elections begin to draw closer I'm expecting to hear talk by candidates describing themselves as "fiscally conservative and socially liberal." But what exactly does this mean? For the life of me I can't figure it out. Does balancing the budget through high taxes make one a fiscal conservative?

What really gets me, however, is the inherent tension between these two descriptions. A social liberal likes things like government-run health care, a huge government role in education, various types of subsides, etc. All of these, meanwhile, should be anathema to a fiscal conservative.

So really, what's the value in using the fiscal conservative/social liberal label except to confuse the voting populace into making them think you're whatever they want you to be?
