"Heroes"

Sloppy journalism:
The State Department has rejected Cuban leader Raul Castro's offer to exchange five convicted Cuban spies in U.S. prisons for dissidents jailed in Cuba, Agence France Presse is reporting.

Castro made the proposal earlier today during his visit to Brazil.

...The five were convicted in 2001 in Miami of spying on Cuban exiles. They are considered heroes in Cuba.
Question: How does the reporter know whether they are considered heroes in Cuba given that there is no right to free expression? Now, it would be perfectly fine to state that they are considered heroes by the Cuban government, but to simply say "in Cuba" -- which implies that it reflects the popular sentiment of the people -- is wrong.
