Passed by this restaurant yesterday around 5:45. Weather was mid-50s and overcast and the outside seating was about 70 percent full:

Later that night I went out to eat and the first restaurant had a wait of an hour and 15 minutes while the second restaurant that I eventually ate at had only a 30 min wait. After that I went to a movie that was sold out. Say what you will about the rest of the country, DC seems to be weathering the economic storm just fine (thanks to your tax dollars!).
