Speed limits

Driving through West Texas over the weekend was a reminder that, along with welfare reform, perhaps the greatest public policy success of the 1990s was the repeal of the National Maximum Speed Limit law:

By repealing this law -- aimed at promoting gas conservation -- Congress struck a blow both for federalism (by letting states set the speed limits) and personal freedom. We could use some more of that.
