Tuesday I gave plaudits to Gov. Rick Perry of Texas for his stand on the 10th Amendment. The Cato Institute, however, points out that Perry seems to be all bark and no bite when it comes to taking federal handouts. I suppose it bears keeping in mind that Perry is fending off a primary challenge from Sen. Kay Bailey Hutchison.
