Two year program meme

President Barack Obama on Sunday:

"[The stimulus] was, from the start, a two-year program, and it will steadily save and create jobs as it ramps up over this summer and fall."

Treasury Secretary Tim Geithner, today in Saudi Arabia:

"This recovery act was designed to provide a sustained boost to economic growth over a two-year period."

Just out of curiosity does anyone else remember this two year talk being uttered during the stimulus debate? I seem to remember it being pitched as an immediate antidote to the country's economic ills, not a drawn out two year process. Either I am wrong or there is some serious backtracking going on.
