Take this with a grain of salt as the study was funded by Small Business Administration, but it makes intuitive sense. All companies face regulation, but larger ones can spread those costs across a greater number of employees. This also explains why big business doesn't have as big of a problem with regulation as one might suspect -- while it increases costs it also helps stave off competition, which is what truly worries them.
