By my reckoning, approximately one-third of the primary problems cited by small business are taxes and regulation ("government requirements"). Who knows how many business which cited other primary concerns would still list these factors in their top three? Meanwhile, the Obama administration's response to the tepid state of the economy has been to pile on more regulations and taxes (both through letting existing tax cuts expire and new taxes used to fund health care reform).
