Assigning blame for Katrina's aftermath

This seems to be perhaps the most fair-minded analysis I have seen. I agree with almost all of it with the exception of Krauthammer's plea for a national energy policy. Also I think Bush's biggest screw-up to date has not been his flyover but rather the failure to kick ass and take names. Maybe he shouldn't have fired FEMA director Brown immediately, but telling him "Brownie, you're doing a heck of a job!" is about the dumbest thing that could have come out of his mouth.
